Not all court reporting agencies are owned by licensed certified shorthand reporters. They can be owned by a conglomerate of lawyers, insurance companies, business people, or literally anyone whose principal place of business may be in or outside of the state of California. Although you must be licensed to be a court reporter in California, there is no license required to own/run a court reporting agency. You can be a mechanic, a beautician, a CPA, a store clerk, a teacher, whatever, and start a court reporting agency.
If there is a valid complaint against a non court reporter owned agency, your only recourse is probably to sue, as the owner isn’t licensed. No license, no license to suspend or lose. Every court reporter values his/her license. This tends to make court reporter owned agencies very careful about work product and services provided. Someone’s license is in the balance.
